The new neighbor

I have a new neighbor. They just moved in recenlty in the house behind us. Our other neighbors moved into something smaller and where they don't have to worry about cleaning their walks. Seems this spring when we had our ice storm, they got a noticed in the mail about their icy sidewalks and they had to pay someone to come out to clean them, so they chose to move into a retirement community.

Now a few months ago, I came home from work to find out that my other neighbor was kind enough to call the cops because our dogs had been barking through an upstairs window (dh didn't think to close it before he left). Nothing much amounted from the incident other than an awareness that my dogs are annoying, which I pretty much already knew. Now when we are gone they are locked in the basement so this won't happen again.

Well it seems that our new neighbors have a dog that they tie out periodically throughout the day. It also seems that the dog barks at anything and everything. Doesn't matter that there is nothing out there to bark out, it barks. Now I wouldn't normally care but I like to sleep with my bedroom windows open and our dogs sleep in our room, and well the neighbors tie their dog out first thing in the morning (7-8 o'clock) and it starts barking. It then causes my dogs to start barking, which in turns wakes me up. I hate being woken up. I feel like my day just isn't right if I don't get up on my own. Unfortunately or maybe fortunately, it's been raining here for the past 3 1/2 days straight, so the other dog hasn't been outside for any period of time but that means neither has our neighbors or us.

I want to make them aware that one of our neighbors has called the cops on barking dogs and to watch how much they allow theirs to bark. I'd hate to see our new neighbors in trouble with the cops already and on bad terms with the cranky neighbors. I do have to laugh though because if my dogs and our neighbor across the street's dog is out and our new neighbor's dog is out we could have quite the barking fest. I'm sure that would really drive the cranky neighbors crazy. Not to mention if we got the other two larger dogs on the block to start. Okay, on second thought that might not be too funny.
